Delegate Phillips moved to amend the bill on page 2, section 29-12-3, line 41, after the words "of the Senate" by striking out the colon, inserting a period, and striking the following: "Provided, That one member shall be appointed by the Governor from a list of three eligible persons submitted to the Governor by the President of the Senate, and one member shall be appointed by the Governor from a list of three eligible persons submitted to the Governor by the Speaker of the House of Delegates.".
